In order to explore the dynamics of value change, a new wave of research was carried out in 1990. The Institut für Demoskopie in Allensbach, Germany coordinated the 1990 surveys in thirty countries in Europe.
A new Steering Committee was entrusted with the scientific supervision of the project. This Steering Committee consisted of: Ruud de Moor (chair, Tilburg University), Karel Dobbelaere (University of Leuven), Loek Halman (Tilburg University), Stephen Harding (ISR, London), Felix Heunks (Tilburg University), Ron Inglehart (University of Michigan), Jan Kerkhofs (University of Leuven), mrs. Renate Köcher (Institut für Demoskopie), Jacques-René Rabier (European Commission, Brussels), Noel Timms (Leicester University).
